Although new pennies will no longer be minted for circulation, the coinage law remains in force — existing pennies can still be used in commerce. The Mint will continue producing a limited number of 1-cent coins for collectors and numismatic purposes. The American Bankers Association requested guidance from the Treasury on how to manage rounding and cash-handling. For many Americans, the 1-cent coin has held symbolic value since the coin was first authorized under the 1792 Coinage Act.
